When I read a text like 1 Timothy 5:8, "But if anyone does not provide for his relatives, and especially for members of his household, he has denied the faith and is worse than an unbeliever," I don't see state/government involvement in the family provision process. Not to mention that, in an abandonment-kidnapping scenario, the former wife and current children are no longer in his home.

When I read a text like Social Security Act (1965) Title IV-D, it calls paternity "voluntary."

This is just a start, and could be expanded to fully lay out further failures in contract law, demand equitable remedies, or pursue other ends.
